Under the Financial Mechanism of the European Economic Area and the Norwegian Financial Mechanism for the period 2009-2014, donor countries (Iceland, Liechtenstein and Norway) provide funding for 16 countries amounting to 1,798 billion. Euros. Within two financial instruments Bulgaria gets access to a total of 126.6 mln. Euros (78.6 mln. Euros in the EEA Financial Mechanism and 48 mln. Euros on the Norwegian Financial Mechanism) to finance projects in priority sectors for the country : environmental protection, renewable energy, restoration of natural and cultural heritage, public health initiatives for children and youth at risk, innovation green industry, justice and home affairs. Approximately 12 mln. Euros have been earmarked to support non-governmental organizations and 1.5 million. Euros for scholarships. The overall objectives of the two financial instruments are reducing economic and social disparities in the EEA and development of bilateral relations between donor countries and recipient country by financing projects in different areas, including preservation of cultural heritage and promoting the diversity of culture and arts in within the European cultural heritage.
On June 29, 2011 signed a Memorandum of Understanding on the implementation of the EEA Financial Mechanism 2009-2014 between donor countries (Iceland, Liechtenstein and Norway) and the Republic of Bulgaria. The Ministry of Culture Program Operator for BG08 program “Cultural heritage and contemporary arts”, financed by the Financial Mechanism of the European Economic Area (2009-2014). Grant countries BG08 program “Cultural heritage and contemporary arts” 8 donors (Iceland, Liechtenstein and Norway) under the BG 08 was 14 million euros. The total cost of the program is € 16,470,588 with national co-financing.
21/05/2013 Program of BG 08 “Cultural Heritage and Contemporary Arts” was approved by the Committee of the Financial Mechanism of the European Economic Area (EEA). Agreement on the implementation of the program was signed on 15.10.2013 on by the Head of the National Coordination Unit under the EEA FM in Bulgaria and the Minister of Culture of Bulgaria.
The program supports projects in the following areas:
Recovery, restoration and preservation of cultural heritage;
Accessibility of cultural and natural heritage;
Documentation of cultural history;
Presentation of contemporary art and culture to the general public;
Activities aimed at strengthening bilateral relations between cultural workers from Bulgaria and Iceland, Liechtenstein and Norway ..
BG08 program includes measures concerning priority activities in the field of heritage conservation and promotion of diversity in art and culture. The program is divided into four thematic measures: “Restoration, renovation and preservation of cultural heritage”, focused on renovation, rehabilitation and restoration of buildings of cultural heritage, upgrading through interactive technology exhibition spaces and platforms activities to protect areas of cultural heritage and turning them into museums outdoors.
